Government Accountability, Transparency & Efficiency

Public Access to Tax Expenditure Reports - requires state agencies to report and post on the transparency website the recipient of a tax expenditure, the amount of the tax expenditure received, the promised results, and an explanation of why the agency certified the expenditure.

Audit Accountability – requires agencies to report to the Legislature on meeting the recommendations outline in the Secretary of State’s audit report.

Citizen Initiative Review – creates the Citizen’s Initiative Review Commission which will select 18-24 Oregonians from across the state to meet for several days to hear arguments on both sides of ballot measures and prepare a citizen’s statement for the voter’s pamphlet.

Employee to Manager Ratio – requires agencies to move toward an 11-1 employee to management ratio, which will save state dollars and promote government efficiency by requiring all agencies with more than 100 employees to review its management to staff ratios.

Reining in Tax Credits – gets control over tax expenditures in the Oregon budget by treating them more like spending. Sets limits and sunsets for specific tax credits that were chosen for their economic benefit to the state.

Transparency Website Expansion –Adds the State Treasurer’s Office to the Transparency Website, expanding Oregonians access to information about state government expenditures, audits, program information and revenues.

School District Audits – Changes current law to allow to Secretary of State to conduct audits of school districts and education service districts without districts volunteering for them.
